I read an article in the New York Times which said that as the population of high school seniors decreases, that competition will fall. I kind of think that the top schools are going to be just as tough if not tougher to get into. Also, who cares if some unheard of school gets fewer applications. Most of us won't be applying there anywhere.

I think you are right. I read that article online just now. I think that some schools will have a harder time filling their classes but these are schools that accept 75%+ of the students that apply anyway. Most people who care about their education aren't aiming for such schools anyway. I don't want to go to ITT Tech!
No, not for colleges that anyone really tries hard to get into. Just think of how many additional students are applying from abroad and how many people have better SAT scores. Did you see that all of Maine is using Prepme? That means like 30,000 kids a year have some huge SAT score increases. Competition is just going up and up. It sucks for the people who will graduate 4 years from now.
