I found some info on the WUE. It looks like it's a college exchange program for people in Western States. They offer scholarships and other benefits from students in Western states who want to go to other Western states for college.

The WUE is a program that allows western students to attend out-of-state western institutions at a reduced rate. I think the reduced rate is about halfway between the in-state (resident) cost, and the out-of-state (non-resident) cost for those institutions.
