Do colleges and universities have a bad impression if you have taken the sats more than once? and is there a limit of the # of times you take it to be accepted into a good college??

The number of times you take the SAT won't matter because you can choose from which of your testing dates colleges will see scores. You can read about the new policy on the CollegeBoard's site.
What the new policy means is that you can take the SAT as many times as you want and only send scores from the dates where you did well. You have to send the entire score from any testing date you select to share with colleges so you can't just pick dates where you did well on one section and send that section only.
One thing you should consider is the effect of taking the test multiple times on your life and you personally. It's a lot of stress to put yourself through and if your grades suffer, it's not really worth it. Not only that if you're stressed out for months you, your friends, and your family won't really enjoy the experience. You should study hard and just get it over with as quickly as you can.
