I know I want to go into engineering but if my math subscores on the SAT are lower should I apply as an open major first? Will i have a better chance of getting in a school?

Definitely- you may even end up changing your mind about engineering anyways and then you would waste all that time and money on the classes.
Yes I agree that you should definitely talk to an admissions counselor or maybe an academic adviser at the school you want to go to and use their advice.
Make sure you look that the engineering school will accept people who are open major students in the first place. Otherwise seems like a good idea but you should ask a career counselor at the school.
