for early action i heard the last date is november. but if i'm applying for regular decision, can i retake the sat I in january? since im taking subject tests in november and cant take it then, can i take it in january?

if you take it in january it will be too late because most schools' deadlines are on jan 15 for admission. but you could take it in december, leaving you enough time to send in the scores for regular decision.
The december test date is December 6. You should shoot for that.
