I believe the Collegeboard's official policy is that once you cancel scores, you will NEVER be able to see your scores for that exam. That being said, something must have gone wrong in the cancellation process. I would suggest contacting the Collegeboard ASAP and asking how to proceed. Moreover, I don't think you've ruined any chances of getting into a top school. Most students take the SAT 2-3 times. That said, you should register for another testing date, study hard, and make sure that you surpass your 1700 high. Also, set a score target by going to the "Admissions" section of NYU, Wharton, Kelley, and any-other-school-you're-interested-in's website, viewing their average SAT score range for admitted students, and getting an idea of what number you should be shooting for.
To raise your score on your third attempt, you should think about enrolling in PrepMe to maximize the summer that you have to prep.
