School definitely has to come first. If you don't get good grades you can't make up for it with amazing extra-curriculars. It's definitely better to have good grades and mediocre extracurricular activities when you're applying to college.
If you can drop sports or clubs or something to make more time for homework and to study so you can get your grades up to at least Bs then you should do it. Then when you can focus on just school for a while you can build up study skills and time management skills. Things like keeping a calendar to plan out your daily activities and keeping a todo list so that you can check things off every day that you needed to do are good starts.
Balance is all about knowing how much you can do successfully...if you can't be successful at everything you're doing then you've taken on too much and you're not being balanced.
