you should do the program if it's a school you're interested in. then you can see if you like the campus and the people without having to actually go there

I think it depends on what you're looking for. I had friends that did summer programs, and some of them liked it and some of them didn't. I think just make sure that the program is interesting to you. Also they can be expensive, so watch out for that. If you want to just take a college class without doing a program, you could do community college classes or summer classes. Then it's less expensive too.
