Does the strength of my application bear on financial aid at all? In other words, can I expect more financial aid with a higher GPA or more extracurriculars, or are these things not related?

Merit-based financial aid is based entirely on the application you submit and the qualifications demonstrated by it. Merit-based aid consists of scholarships awarded to the most qualified applicants, so the quality of your application will certainly affect how much merit-based aid you receive.

Need-based aid is determined based on your FAFSA/Profile, which have nothing to do with your college applications or scolarships applications, so your qualifications won't make your need-based aid go down.
