I'm trying to decide if i should just take the SAT or should I take the ACT too does that look better on a college app?

I just started my junior year of high school and i'm not sure when i sure if i'm preparing too early and i'll forget everything by the time i take the actual test.

I just signed up for prepmes ACT course and i was wondering if anyone knows if the prepme tutors are good and i should add one?

I know I want to go into engineering but if my math subscores on the SAT are lower should I apply as an open major first? Will i have a better chance of getting in a school?

I really want to improve my scores and PrepMe looks like it is really good but it is so much cheaper than the other programs especially for the tutors.

I'm applying to CSU's and UC's do i have any chance in getting accepted into any with a 3.19 gpa and 1300 SAT? Junior year I got A & B's, took AP classes, and senior year doing the same.
